Judge Adams moves to inspect Logan Hubble Park dam and hire engineering firm for hydrologic analysis

Lincoln County Judge Adams told the court on Jan. 30 that the Logan Hubble Park dam sustained flooding damage last spring and that routine inspections in prior years were not performed. The Energy Environmental Cabinet of Frankfort conducted a recent inspection and Judge Adams recommended the county enter an Agreed Order with the EEC and hire an engineering firm to assess the dam’s safety.
The court voted to allow Judge Adams to enter into an Agreed Order with the Energy Environmental Cabinet; Magistrate Stanley moved the measure and Magistrate Bobby King seconded. The court also voted to permit Judge Adams to engage Optic, identified in the meeting as an engineering services firm, to perform a licensed hydraulic and hydrologic analysis to evaluate structural and safety needs.
Judge Adams cautioned that penalties could be imposed if the dam is not brought into code compliance after inspection and any required remediation, though no specific penalty amounts were stated in the meeting. The motions passed with all members present voting in favor.
County officials did not provide a timeline for completion of the Optic analysis during the session. The court’s actions direct staff to proceed with the Agreed Order and to contract for the engineering analysis; any further steps, including required repairs or remediation, would follow the engineer’s recommendations and applicable EEC requirements.
