Fiscal Court approves $2.37 million transfer to Rockcastle Recreation Complex, names Kelly Ponder treasurer

Nowell Nowell Hollood Howell Holbrook Jr., County Judge Executive called the Rockcastle County Fiscal Court to order on Jan. 14 and presided over unanimous approval of several fiscal actions, including a $2,367,000 transfer to the newly opened Rockcastle Recreation Complex.

The court approved transfers that also included $520.46 from the Road Fund to the General Fund, $1,224 from the 911 Fund to the General Fund and a $125,000 transfer from the Occupational Tax Fund to the General Fund; the Occupational Tax transfer was subsequently allocated with $25,000 remaining in the General Fund, $60,000 moved to the Jail Fund and $40,000 to the 911 Fund. The motions carried with all voting aye.

Squire Adams moved to approve the transfers; Squire McGuire seconded. The $2,367,000 transfer to the Rockcastle Recreation Complex was presented as a transfer to the newly opened complex’s account and was approved without recorded opposition.

The court also approved the second and final reading of the first FY25 budget amendment and accepted both the monthly and the 2nd-quarter financial reports. Those motions were approved unanimously.

In personnel actions, the Fiscal Court appointed Kelly Ponder as County Treasurer/Fiscal Court Clerk by a unanimous vote. The appointment followed a motion by Squire Adams and a second by Squire McGuire.

The meeting closed after a brief open discussion about animal-shelter after-hours drop-off cages — a proposal the court rejected for liability reasons — and adjournment was moved by Squire Prewitt and seconded by Squire McGuire.

The court will publish formal minutes and updated fund balances as part of its next regular posting.
