Council approves assessment roll preparation and Oct. 21 hearing for 2025 street project

City staff on Sept. 16 told the Wyoming City Council that the 2025 Street Improvement Project is substantially complete and recommended beginning the assessment process for benefiting properties.
Nate Cook, filling in for the project lead, said the total project cost is estimated at $553,350, with surface and drainage improvements — the assessable portion — totaling approximately $425,100. Under the city’s assessment policy, 20% of assessable costs may be charged back to benefiting properties, producing a total assessment amount of $85,020. The packet lists 52 properties on the project, which Cook calculated as about $1,635 per unit, lower than figures in a previous feasibility study.
Cook recommended two resolutions: one declaring the cost to be assessed and ordering preparation of the assessment roll (Resolution 25 0 9 95) and a second calling for a public hearing on the assessments (Resolution 25 0 9 96). He noted minor remaining punch-list work expected to finish within a week or two.
Member Lugar moved to approve both resolutions; Member Schilling seconded. The council approved both motions and set the assessment hearing for Oct. 21, 2025.
Cook framed the assessment amount and timeline as estimates pending final quantities and stated property owners will be listed in the assessment roll packet for the hearing. The council did not change the assessment policy at the meeting; it only authorized the assessment roll preparation and hearing date.
