Boulder City board approves liquor license for guitar‑lesson business with fingerprinting condition

City staff, represented by Brady Westwich, told the board the business is structured as a guitar‑lesson experience with a bar area accessible only to lesson participants. Staff said events will be limited to a maximum of 16 people, that drinks are estimated to make up about 14% of revenue while lessons account for roughly 86%, and that the applicant has met Boulder City code requirements except that the license is recommended pending completion of a fingerprint-based background check.
"It will be just fine," Michael Haney told the board when asked about completing his background check and said he had attempted fingerprinting earlier in the day and planned to return after the meeting to complete it.
Board members pressed Haney on operations. He said he had run about six group‑guitar lessons previously at private events and restaurants in Las Vegas; he plans to hold lessons initially Thursday–Saturday, one per night, with a possible future increase to two events per night. Haney said staffing would typically consist of one person teaching and one person serving as bartender; both will hold the required health and TAM cards.
A board member moved to approve the license on the condition that the applicant pass the fingerprint-based background check and that guitar lessons remain the primary business; the motion was seconded and the board voted to approve the license.
The board’s approval is conditional on completion of the fingerprinting/background check; staff will follow up to confirm completion before finalizing the license. The applicant and staff used several variants of the business name in the transcript ("Tippy Toons," "Tootsie Tunes," "Tipsy Tunes"); the agenda item identified the applicant as owner of Tippy Toons LLC, which is the name recorded in the board packet. The board adjourned after completing the agenda.
