Council approves Rivers Bend Plat 5 preliminary and final plats with right‑of‑way conditions

City planning staff presented Rivers Bend Plat 5, a proposed subdivision guided by medium‑density residential land use and zoned R‑4 (townhouse/patio home). The exhibit showed four patio‑home lots on the northerly side and two duplex lots to the south, with an alignment and future right‑of‑way for Jade Road (also referred to as 12th Avenue) shown on the plan.
Staff explained that as a condition of approval the final plat must include the required right‑of‑way dedication for Jade Road and a temporary construction access easement so construction access could be provided while timing of the full roadway extension is worked out with the developer and prior plat requirements. Staff noted a building permit for lots in the plat will not be issued until the temporary turnaround is vacated and the roadway is extended to align with County Road 121 and future Jade Road per the development agreement.
The planning commission reviewed the preliminary plat, held a public hearing, and recommended approval of both the preliminary and the final plat with the stated conditions. The council moved, seconded and approved the resolutions to accept the preliminary plat (resolution 2025‑04) and the final plat and development agreement (resolution 2025‑055). Council recorded motions and voted 'aye' on both actions.
