Trustees approve Spencer Meadows final PUD, easement and $2.75 million surety

Planning staff Robin presented the final planned‑unit‑development (PUD) plat for Spencer Meadows and recommended approval. Robin said the final plat now encompasses the entire subdivision in a single phase, including 53 smaller “cottage” lots with minimum lot widths of about 61 feet and minimum areas slightly above 7,000 square feet; landscaping conforms to village code and a monument sign is planned near Spencer Road.

Staff noted the plat includes off‑site easements for storm sewer on property not part of the development and that the ordinance lays out conditions that must be satisfied before building permits are issued (notably completion of certain off‑site water main work and public improvements). The board moved, seconded and approved the ordinance granting the special use for the final PUD plat and the off‑site easement.

Public works staff Will asked the trustees to set the surety for on‑site public improvements at $2,753,828.57 to secure completion of required infrastructure. Will stated, “we're looking to set the surety in the amount of $2,753,828.57.” The board approved the surety amount by roll call.

Trustees and staff said the phased change and the developer’s request to seek permits before completion of all public improvements were addressed in the ordinance language that specifies what must be done before permits are issued.
