Dayton Planning Commission members on Feb. 5 voted unanimously to recommend approval of a site‑plan review for a 32‑unit assisted‑living facility with a memory‑care wing at Lot 2, Block 1 of Dayton River Commercial Park.
Staff presented the application and told commissioners the 2.87‑acre site is guided and zoned for mixed use, meets setback requirements and proposes 25 parking spaces where 16 are required. "This is an application for a 32 unit assisted living facility," staff said, noting an L‑shaped building with separate assisted‑living and memory‑care wings and recommended approval subject to conditions, including final landscaping details before a building permit.
Jeremy Larson, who identified himself to the commission as an applicant representative for Sweet Living Senior Care, told members the operator expects relatively low vehicle traffic because the facility’s users are largely immobile and said expansion is possible later "if the demand is there and it's successful." Larson also said the operator is considering some on‑site storage uses but does not plan to subdivide the property.
Commissioners asked about access, sight lines and a proposed cut in the Balsam Lane median to provide a full south access point. Staff said engineering had reviewed the median cut and that public works would coordinate on landscaping within the right‑of‑way so sight lines are preserved. Staff recommended additional screening plantings along the north side of Dayton River Road and more tree/shrub buffering between the new facility and adjacent residential lots.
The commission opened a formal public hearing, saw no speakers, and a commissioner moved to recommend approval of the site plan; the motion was seconded and passed 4‑0. The recommendation will be forwarded to the Dayton City Council for final action and staff will work with the applicant to finalize landscaping and lighting conditions prior to permit issuance.
The commission also discussed related procedural items for future meetings before adjourning.
