Senior planner Sophia Jensen told the council on March 17 that staff recommends approval of the Northstar third‑edition final plat, final planned unit development (PUD) and a related development agreement submitted by GWSA Land Development.
Jensen said the phase covers 7.55 acres of the larger Northstar project and that staff is recommending nine findings of fact and nine conditions of approval tied to review memos, required fees and permits. The application was found to be generally consistent with the city’s 2040 comprehensive plan and village low density residential zoning except where PUD flexibilities apply. Public improvements are required to be completed by Oct. 31, 2027, and the agreement includes a letter of credit and required deposits for review fees.
Council member (speaker 2) moved to adopt the resolution approving the final plat and PUD for Northstar third edition and the motion passed by roll call. Council later moved and approved the resolution adopting the developer’s agreement for the same edition and staff confirmed the documents referenced the correct project edition.
Council members thanked staff and the developer for working through review comments. The approvals finalize the plat and PUD for the phase and allow the developer to proceed under the approved conditions; staff indicated the development agreement and recording requirements will follow the normal administrative process.
