The bill also establishes a March 2030 check‑in provision requiring the town to consult with the commissioner of BGS if the property had been transferred but not developed for economic purposes; and the transfer authority itself is repealed on July 1, 2030 if not used.
Committee members asked whether the intended use was industrial and discussed accountability measures for fee formulas and maintenance. Counsel said the authorization replaces an older 2024 provision and that repeal language ensures the delegation of authority does not persist indefinitely if the transfer does not advance.
The committee asked for additional details about the intended development and financial terms before further action.
