Morris council adopts charter amendment tightening special-meeting notice and adding social-media notice

The Morris City Council voted unanimously to adopt Ordinance 130, an amendment to the Morris City Charter that lengthens the required notification period for special meetings from 12 to 24 hours and adds the city’s social-media platforms to the list of acceptable notice methods.
Mayor Waters opened the public hearing at second reading and Blaine explained the changes as recommendations from the Charter Commission. Blaine said the amendments were “very minor changes” and that the commission had filed its report with the district court as required.
A member of the public, James Stoker, asked what steps follow council approval. Blaine said the city will notify the newspaper tomorrow, publish the ordinance in the paper next Tuesday and that the ordinance will normally sit for 30 days before it is incorporated into the charter.
Councilmembers moved and seconded adoption; a roll-call vote recorded unanimous support and the ordinance carried. Under the charter change, if any one member votes against the amendment at adoption it would instead go to the ballot for voter approval, a procedural threshold the council noted it had met.
Procedural next steps include the city’s publication of the ordinance and the 30-day period before incorporation into the charter.
