Board hears project updates, ARP funding status and approves conservation easement with DRCC

Executive Director Joe gave a project-by-project update: the Somerset Street pump-station rehabilitation awaits a final engineers agreement amendment and payment from CDM; Brookline Avenue sewer rehabilitation is progressing with manhole rehabilitation at 71% and epoxy work at 33%; a 200-foot Churchill pipe repair completed Nov. 25.
Joe reported grant funding and cash positions: the authority received $3,000,000 from the county under ARP-related funds and about $629,000 so far from the municipal $2,000,000 allocation, leaving a remaining open balance of roughly $1,200,000. On cash position, he reported unrestricted funds of $2,056,607.55 and a total net cash position of $23,833,776.86 across categories.
On land and easement matters, Joe said a license agreement with NJDEP for necessary access has been executed for the Westin Canal pump station and that the authority sent amended easement language to PSE&G and is awaiting review. The board discussed giving the executive director authority to execute final approvals between meetings when needed.
The board adopted Resolution 9 authorizing the executive director to execute a conservation easement agreement with the Delaware & Raritan Canal Commission for the High Bay Garage project, preserving a swath of land as open space. "We would like to execute that agreement with the Delaware Raritan Canal Commission," Joe said during the discussion.
Next steps: staff will finalize agreements with PSE&G and NJDEP as needed and execute the conservation easement per the adopted resolution.
