Denton ISD board outlines new School Library Advisory Council under Senate Bill 13

Lisa Stultz, Denton ISD’s library services coordinator, told the board on Aug. 26 that the district is establishing a School Library Advisory Council to comply with Senate Bill 13. She said the SLAC will provide "community-driven input and oversight" on library purchases and will recommend reconsideration procedures the board must follow.
Under the policy Stultz outlined, the council must include at least five members appointed by the board, with each trustee appointing an equal number of members. The majority of voting members must be parents of enrolled students who are not district employees; the board may also appoint nonvoting members such as classroom teachers, librarians, counselors, administrators, business representatives or clergy.
Stultz said the SLAC will prepare lists of recommended library materials for the board to consider and may advise on donated or proposed items for procurement. The board retains the authority to modify recommendations before taking action and may approve or reject materials, including through the consent agenda.
She proposed meeting dates, including an orientation in September and subsequent meetings in October, December and March through May 2026. Stultz and trustees emphasized the council’s role in balancing statutory duties with school librarians’ day-to-day functioning.
The presentation referenced board policy EFB(local) and Senate Bill 13 as the legal basis for the SLAC’s composition and duties. Board members raised no further questions during the session; the board later moved on to other agenda items.
