Staff reported that the county received a $715,000 local government grant from the Oregon Parks and Recreation Department to fund the courtyard. The Library Service District issued a request for proposals and on April 7 accepted Modoc Contracting’s proposal. The agreement before the board sets terms and scope for CM/GC services; the board authorized signature and a preconstruction services expenditure not to exceed $8,100 from the library reserve and grant match funds.
The motion was moved and adopted unanimously. Staff said the action authorizes beginning preconstruction work; the full construction contract and timeline will follow procurement and grant terms.
