Lowell council honors officers for Hurricane Helene response and adopts resolution RS11-2024

Council received a slideshow presentation and brief video describing a deployment of Lowell officers and partner agencies to areas affected by Hurricane Helene (Oct. 7–12). A staff presenter and Lowell policing representatives recounted sifting debris piles, supporting cadaver-dog teams, drone searches and traffic/security assistance for local meetings and recovery operations. Presenters said debris piles reached about 30 feet on some bridges, that local shops lost inventory when stores were washed away, and that responders assisted with body-recovery searches and community safety amid heavy damage.
A representative identified as the Dallas Police Department chief (speaker 18) sent thanks and praised the Lowell crew’s professionalism: “They represented your town well,” the chief stated, thanking the crew for their partnership. Sergeant Springs described rescuers recovering an American flag from debris and temporarily placing it on a newly exposed beach as a symbolic act; presenters offered to share hundreds of photos and a short video with council members.
Following the presentation the council moved to adopt Resolution RS11-2024 recognizing Captain Ross Hoffman, Sergeant Amy Bowen and Officer Peyton Lowry (and other participating personnel) for “bravery, professionalism and dedication” during the response. The council motioned, seconded and adopted the resolution as read.
