Summary
Lafayette City approved a two-month, $800 contract addendum for NV Grant Services LLC to handle labor standards administration for phase 1 and authorized advertising for phase 2 after notice of a $5 million grant and $5 million 0% loan (total $10 million); closing is scheduled June 18, 2026.
At a Lafayette City meeting, the board approved a contract addendum extending services by NV Grant Services LLC through May 4, 2026, and gave staff permission to advertise bid documents for phase 2 of the lead service line replacement project.
Steve Moore, superintendent of Lafayette Water Works, told the board the addendum extends final completion for phase 1 and provides labor standards administration required for SRF-funded projects; the addendum covers two months at $400 per month, totaling $800. He recommended approval, and the board approved the extension by voice vote.
Moore said the city was notified it would receive an additional $5,000,000 grant and a $5,000,000 0% interest loan — a combined $10,000,000 in grant and loan funding — with closing scheduled for June 18, 2026. He said project awards are expected in late June, contracts signed in July, and the anticipated timeline for completing the phase is about two years because this phase includes nearly twice as many service lines as phase 1.
In response to questions from the chair, Moore said the loan will be repaid from operation funds and that 3,207 service lines were identified in prior inspections that included meter pit investigations and potholing to locate lines.
The board voted to authorize advertising for phase 2; staff will publish bid documents as directed and proceed to procurement according to the announced schedule.
