The Village of Richland council on April 13 approved a package of facility and financial actions including insulation and fire-protection work at the Department of Public Works and an adjustment to municipal credit-card limits.
Treasurer Jamie Ricca reviewed new general ledger account numbers and proposed changing monthly credit-card limits to better reflect departmental use. On a roll-call vote, trustees approved increasing Chief Mattioli’s monthly credit-card limit to $10,000 for DPW and police purchases and setting monthly limits of $1,000 each for Treasurer Jamie Ricca and Clerk Mollie Fish. Trustee Jason Mechenbier moved the change; Trustee Kim Lewis seconded. The roll-call vote was Yes—Lewis, Koporetz, Mechenbier, Riddle; No—0.
Council also approved two DPW building proposals aimed at improving energy efficiency and code compliance. Proposal #5743, to spray-foam the DPW roof deck for up to $7,500, passed on a roll-call vote. Proposal #5744, to coat the spray foam and beams with a fire-protection paint for up to $4,500 to meet code requirements, also passed on a roll-call vote. Both motions were made by Kim Lewis and seconded by Jason Mechenbier; the recorded votes were Yes—Lewis, Koporetz, Mechenbier, Riddle; No—0.
During new business the council reappointed Carla Kuiken to a three-year term on the Village Planning Commission effective April 1, 2026, through April 1, 2029. The council agreed to rent Village Hall to the Gull Lake Area Rotary twice monthly at a discounted rate of $200 per quarter.
On nonbinding operational matters, trustees discussed policing of Harding’s parking lot where drivers attempt to avoid backups at the intersection of D Avenue and Gull Road and at the signal at 32nd and M-89; members noted those roads fall under Michigan Department of Transportation jurisdiction and asked Trustee Mechenbier to contact MDOT to research options.
The council approved routine financial actions as well, including paying the March 2026 cash-disbursement journal and leaving the village’s money market account in place while monitoring rates. President David Greve requested the balance of the D Avenue loan; Clerk Mollie Fish said she will obtain that information and report at the next meeting.
