Commissioners approve consent items, review BLM MOU and hear local updates

The Columbia County Board of Commissioners approved its consent agenda March 11, signing off on meeting minutes, travel, orders and contracts before discussing a proposed memorandum of understanding with the Bureau of Land Management and hearing commissioner updates.
Under the consent agenda the board approved out-of-state travel for Michael Russell to attend the National Association of Humanities Entrepreneurs conference in Arlington, Texas; accepted a relinquishment deed from the Oregon Department of Transportation for right of way adjacent to Avery Road and authorized the chair to sign; approved an order limiting access to Reader Road north of Retinaire Road between Memorial Day and Labor Day; and approved contracts and intergovernmental agreements including a personal services contract with Iron Scribe Network for specialty court services and an intergovernmental agreement with the Oregon Department of State Lands for abandoned and derelict reimbursement authorizing the sheriff to sign.
Commissioner McGruder introduced a proposed MOU to make Columbia County a cooperating agency on a BLM resource management plan and environmental impact statement, saying the status would allow county staff to advise and participate in those conversations. A participant who identified herself as Sarah said she had reviewed the agreement and the regulations referenced and recommended adding the MOU to next week's consent agenda after minor review.
Commissioner Garrett used his time to thank Edna Fone and others for work that contributed to the passage of House Bill 404, which board members said broadens the ability of courthouse projects to qualify for state funds for renovations and expansions. Garrett also noted regional coordination among levy sponsors with the Army Corps of Engineers, announced a Rainier History Bowl event March 29 and mentioned that Congresswoman Suzanne Bonamici would be appearing locally that evening. He closed with a weather advisory urging residents living near rivers and streams to be careful during anticipated heavy rain over the next three days.
The meeting adjourned after the agenda items and updates were completed.
