Board authorizes county to sign Hudson solid-waste contract after phased price increase agreement

Public Works Director Mike Russell told the board there had been difficulty getting comparable bids because neighboring operators use different operating models, some provide in-house services and others contract out. Russell said Hudson initially proposed a steep increase; after negotiations the company agreed to spread a roughly $285,000 first-year increase across two years and then index future increases to CPI. Russell recommended the board authorize staff to sign the contract once Hudson completes its signature.
A Hudson representative present acknowledged costs rose post‑COVID and said those increases were the basis for their proposal. No board member requested further delay for additional competitive procurement during this meeting; one commissioner moved to approve contract number C13‑2026 and to hold the board's signature until Hudson executes. The motion was seconded and passed.
Russell said the contract length is 10 years, with an option to renew for five additional years by mutual agreement and an automatic one-year renewal if an extension discussion is not concluded in time. He noted language allowing for extraordinary regulatory-cost adjustments under defined circumstances.
The authorization does not finalize the contract until Hudson returns a signed agreement; staff said they will return the fully executed contract for the board's signature when available.
