A councilmember moved to approve the interlocal agreement; the motion was seconded and passed by voice vote.
Staff said the agreement names the city as lead agency for the EIS and delegates to the city the responsibility for administering the grant and the environmental process. City attorney Catherine Kennison was listed to assist on legal issues if needed; staff indicated county counterparts had reviewed the final tweaks to the draft earlier that day.
