Summary
The Moses Lake City Council adopted Ordinance 3094, the 2025 development-code amendments, while voting to remove a binding-site-plan paragraph for later study; staff said SEPA review and agency notice requirements have been met.
The Moses Lake City Council voted to adopt the 2025 development-code amendments (Ordinance 3094) after moving to strike one paragraph in the binding site plan chapter for further study. Staff described the ordinance as the final stage of a broader amendment cycle that included planning-commission workshops and a prior public hearing.
Senior planner Nathan Pate told the council the package had gone through SEPA review and that staff had incorporated agency and public comments where appropriate. Pate asked the council to strike section 15.32.0020(g)(1) under the binding-site-plan heading and bring that specific item back for study; council members supported the request and a motion to adopt the ordinance with that modification passed.
No members of the public spoke during the hearing; the mayor opened and closed the public hearing after staff presentation. Council members then made and seconded the motion to approve the ordinance with the identified strike and a directive for staff to convene a study group to refine that paragraph.
Council recorded the motion, second and a voice vote in favor; the motion passed. Staff said the amendment cycle will continue with the struck paragraph returned for study, and staff will provide the revised code language for future consideration or public hearings.
The ordinance is scheduled to be filed with the city clerk and to appear with the adoption paperwork; staff confirmed required notices to agencies had been completed.
