Summary
County engineer presented calls for bids for overlay and landfill materials and recommended awarding the Tower Road Bridge contract to Quig Brothers for about $2.68 million, funded by a state Commerce grant and ARPA funds; aggregate low bids were reported for the chip‑seal program.
Cowlitz County's public‑works staff presented several upcoming calls for bids and reported recent low bidders for road materials and a bridge contract recommendation.
County Engineer Susan Eugenis told commissioners the county will advertise its annual overlay project (estimated at roughly $2 million) and open several material purchase bids on April 13, including reinforced geomembrane (tarps) and high‑density polyethylene pipe for landfill gas wells. She said these materials would be delivered directly to the county landfill and headquarters.
Eugenis reported bids opened March 2 for aggregates used in the chip‑seal program; the low responsive bidder was Sterling Green Crushing (Centralia) at $421,216.49, with deliveries planned to four county locations. For the Tower Road Bridge at Rock Creek project, five responsive bids were received; staff recommended award to Quig Brothers for $2,683,985. Eugenis said the low bid was slightly above the engineer's estimate but that funding is adequate, combining a Commerce grant (just under $2 million) and ARPA dollars to cover construction and inspection.
Eugenis also announced a public hearing scheduled for 9:30 a.m. the following day on the Port of Kalama's request to vacate the end of Todif Road.
Next steps: staff will proceed with bid openings per the advertised schedule and seek formal board action on recommended awards as required by procurement policy.
