County approves FTA certifications, tribal subrecipient amendment and surplus vehicle for transit

Kootenai County commissioners on April 14 approved a package of transit actions that included annual FTA certifications and assurances, an administrative funding amendment to a subrecipient agreement with the Coeur d'Alene Tribe, and a resolution to surplus a transit vehicle.
Chad Engle of the transit department said the 2026 certifications and assurances are required by the Federal Transit Administration to apply for or amend federal grants. "There is no property tax," Engle said when asked whether the certifications obligate property-tax funding; he added that grant matches are currently either in-kind or cash matches from local jurisdictions.
Engle also described an administrative amendment (Exhibit A) to the existing subrecipient agreement with the Coeur d'Alene Tribe that updates award allocation amounts but does not change the scope of services. Legal reviewed the amendment and the board approved it.
On a separate transit item, staff asked the board to declare a used transit vehicle surplus; Engle said the department will replace it with a vehicle from the sheriff's department (a Ford Explorer) and that proceeds from disposal will return to the county general fund. The board approved the surplus resolution.
The approvals allow transit staff to proceed with grant applications and administrative updates and to remove the surplus vehicle from county inventory.
