Board approves $75 one-time juvenile probation fee to offset program costs

Kootenai County commissioners approved a one-time juvenile probation fee of $75 on April 14, citing cost-recovery needs for the juvenile probation program.
Brian Alexander of juvenile probation presented the proposal, saying, "I think the one time $75 fee would be the most appropriate, for the families." He explained that over a typical one-year probation term that equates to about $6.25 per month and estimated potential revenue of approximately $14,550 based on current caseloads. Alexander contrasted that estimate with a fiscal-year '26 operations figure he cited for juvenile probation of 10,942.
Board members asked whether the existing $20 probation fee that goes to POST would still apply and whether judges could waive fees. Alexander said the $20 POST fee remains in place and that judges generally have statutory authority to order the $20 fee and can waive or reduce the additional $75 fee as they see fit.
After closing public testimony, the board moved to adopt Resolution 2026-51 setting the $75 fee; the motion carried by roll call. The resolution takes effect upon adoption; staff said the fee is intended for cost recovery rather than punishment.
