The Grandview Heights Planning Commission on April 15 approved a short-term rental at 866 Northwest Boulevard, with a condition that the property owner add a fourth parking space to meet zoning requirements.
Evan Montgomery, who said he owns 866–870 Northwest Boulevard and manages a portfolio of short-term rentals through Esthetic Property Group, told the commission he lives in one unit and sought permission to operate the other side of his duplex as a short-term rental. "We manage about 35 short term rentals around the state of Ohio," Montgomery said. He described steps to screen guests, require prior host reviews and provide a local contact number.
City staff (Jordan Selman) reviewed the short-term rental path under the RI residential zoning provisions and told the commission that the administrative licensing process requires proof of insurance, annual registration, building safety inspections and compliance with the city—s good-neighbor policies. Jordan said staff identified one zoning compliance issue: the property currently shows three formalized paved parking spaces while the code requires two spaces per unit, leaving a fourth space needed to meet the ordinance. Jordan said the applicant indicated there is room on-site to add a gravel strip to create the fourth space and that staff recommended approval with that condition.
Neighbor Chris Guarancia told the commission that he and nearby residents had met Montgomery and supported his application while asking that the owner provide an easy way for neighbors to reach him if problems arise. "If there are concerns that we have, some way in which we would be able to easily contact Evan," Guarancia said.
Commissioners asked for specifics about where and what material would be used for the additional parking. Montgomery said the extra spaces will be gravel adjacent to the existing paved spaces, and code compliance staff said gravel is acceptable for parking in the city. Commissioner Evans moved to approve the request, Commissioner Kaskoski seconded, and the commission approved the short-term rental by roll call with the staff-recommended condition to add the fourth parking space and complete the administrative licensing steps.
The license requires annual renewal and verification that the operator resides in one half of the duplex; staff can revoke the license for documented violations. The applicant was instructed to follow up with city staff to complete the required inspections and permit steps.
