Ada County commissioners approved a disposal fee waiver request from Vallejo Properties LLC to remove and beneficially reuse roughly 16,000 cubic yards of soil from a former gun range at 7680 West Vallejo Road in Boise.
Herb Cantu, the landfill representative, told the board the company submitted soil testing and the Idaho Department of Environmental Quality (DEQ) determined the material could be used at the landfill as a beneficial reuse. Staff proposed reducing the tipping rate to $1.25 per ton to accept the material while preserving some revenue; staff estimated the county could collect about $20,000 on the project depending on moisture content and ton/yard conversion.
Cantu said incidental amounts of lead remain but are below permit thresholds; material exceeding permit levels would have been required to go to a hazardous waste facility. Commissioners asked about long‑term revenue impacts; staff said if haul volumes from a major hauler remain reduced, the program subsidy could be affected and options would include charging users at the HHW facility or billing mobile program partners.
Commissioner (Speaker 3) moved to accept the fee waiver request and authorize the chair to sign; Commissioner (Speaker 2) seconded. The board voted unanimously to approve the waiver.
