Court services warns new case‑management system will be treated as capital expense; requests budget planning time

Miss Aust, representing court services, told the Kane County Judicial & Public Safety Committee on April 16 that a recent conversion to a new case‑management system (CMS) has delayed probation reporting and that the administrative office has signaled the CMS will be classified as a capital expense beginning in 2028 — a change that would place capital‑cost responsibility on the county.
“As of 2028, I now have to consider that a capital cost. Under the statutes, the county has to pay for the capital costs for the department,” Miss Aust said. She said she has reached out to the county’s strategic planning and technology commission to seek options for absorbing the expense, and asked the committee to consider budget presentations in May so departments can outline needs and proposed cuts.
Miss Aust also updated members on the Elgin office relocation: the portion the county expects to occupy lacks restroom facilities and will require plumbing and floor work; she said probation will likely remain in current rented space through 2027 and will request rent to cover the delay. She added that converting one county‑funded position to a funded position and increased juvenile‑justice per‑diem revenues have boosted expected revenue, citing monthly per‑diem collections that rose significantly into March.
Committee leadership asked departments to submit proposed budgets by the end of the month and to deliver presentation materials to staff by May 6 so packets are ready for review ahead of the May meeting. There was no committee vote on budget changes at this meeting.
