Zone changes: The commission approved Ordinance 2026-6 to rezone about 15.58 acres west of Parowan from R-5 (residential 5 acre) to commercial at the southwest corner of 200 South and 2200 West. Planning staff noted infrastructure at the northeast corner of the parcel and said no development is proposed with the map amendment. The body also approved Ordinance 2026-7, changing roughly 1,106 acres west of Newcastle from A-20 to Intensive Agriculture after the applicant agreed to record a voluntary restriction excluding confined-animal operations north of 1600 South to protect a nearby municipal well.
Zoning text amendments: The commission adopted Ordinance 2026-8 to modify R4K standards so single-family lots of at least 10,000 square feet (and 80 feet of frontage) would not be subject to off-street guest-parking and community-storage requirements intended for smaller lots. The board also clarified acceptable hard-surfacing materials for vehicle-storage lots (adding compacted gravel as equivalent to asphalt or concrete) and tightened lighting standards; the planning commission recommended striking an ambiguous color-temperature paragraph to avoid an unenforceable rule.
Intergovernmental and infrastructure actions: The board accepted a five-year mutual-interest agreement with the U.S. Forest Service to provide county in-kind heavy equipment and crews to maintain OHV trails on Forest Service land. Commissioners also approved a renewed Cooperative Wildfire System agreement with State Forestry/Fire and a 2026 participation-commitment statement tying mitigation, preparedness and prevention actions to the county’s wildfire-preparedness plan. Both motions passed by voice vote.
Public–private partnerships: The commission ratified a memorandum of agreement with BZI Innovation Park LLC in which the company provided roughly $389,000 to be applied to the county’s matching funds for the Iron Springs Road grant; the county will contribute the remaining local match to the project. A separate sewer upsizing and lift-station agreement remains under negotiation and was deferred.
Belt Route corridor: Commissioners signaled support for a letter of intent and a collaborative purchase approach with the Central Iron County Water Conservancy District and the Council of Governments to acquire roughly one-third of the Belt Route corridor (a proposed 100-foot right-of-way) for multiuse infrastructure including a planned effluent recharge pipeline. Staff said property acquisitions and surveys remain to be completed and that any final purchase would return for COG approval.
Personnel and adjournment: The commission ratified personnel hires in the sheriff’s corrections division and the road department and adjourned the meeting.
