Shiawassee County board approves audit, bills and routine contracts; payroll and warrants authorized for $4.8M

The Shiawassee County Board of Commissioners took a series of routine but material actions on June 18, 2025, approving the county's 2024 audit, authorizing payment of invoices and payroll totaling $4,814,552.08, and approving several agreements and committee minutes.
A motion to approve the Invoice Edit Reports and payroll batches (covering multiple dates in May and June) and to authorize warrants from the Treasury for a grand total of $4,814,552.08 carried by roll call (six yeas, zero nays). The board also adopted the 2024 audit and placed it on file by a 6-0 vote.
Other approvals recorded at the meeting included: approval of a PA 116 Farmland Agreement Application for Robert and Maria Carlin (parcels 010-23-400-001 and 010-23-400-002); approval of renewal with Advanced Correctional Health, Inc. in an amount not to exceed $289,182.05; and authorization of Perrin Construction to build a quarantine room and related ventilation and ceiling work in an amount not to exceed $25,854. The board also approved several committee minutes and the Health Department's 2024 Annual Report, which was placed on file.
Where motions and roll calls are recorded, the meeting minutes list the six voting members as Commissioners Holzhausen, Johnson, Garber, Howard, Shepard and Chairman Brodeur. The minutes also note Commissioner Haley as excused in the initial roll call; however, a later segment of the meeting record lists Commissioner Haley as the mover on two procurement motions (SEG 119 and SEG 120), a discrepancy reflected in the meeting record.
