Commissioners approve section-line encroachment permits for XTO (ExxonMobil) well pads

Summary
ExxonMobil XTO asked for two section-line encroachment permits for well pads in Dunn County; the county approved the permits after discussing topography and confirming that surface facilities would not be placed directly on the section line.
Kevin Anderson, commercial and land advisor for ExxonMobil XTO, joined the meeting remotely to present two section-line encroachment permit applications for well pads in Dunn County’s Badlands area. Anderson said the topography "is very steep country" and that well pads cross section lines but that facilities would not be sited directly on the section line.
Commissioner Pelton moved to approve the section-line encroachment permits and Commissioner Olsen seconded. The board voted by voice and approved the permits.
Board members asked staff whether the pads would place structures directly on section lines and discussed the terrain constraints that led to the encroachment requests. Commissioners appeared satisfied that the proposed development was limited to well pads and associated access in difficult topography and approved the permits.
Next steps: county staff will finalize permitting details and obtain any required signatures.
