Northfield City Council unanimously approves specs and public bidding for Birch Grove Park grant project

The action came at a special meeting called at 4:02 p.m. Municipal Clerk Mary Canesi opened the session and noted the meeting was advertised under Public Law 1975, Chapter 231 in the Press of Atlantic City on Jan. 10, 2026. Mayor Chau led the flag salute and a full roll call recorded Councilwoman Carfagno; Councilman Dewees; Councilwoman Kern; Councilman Polistina; Councilman Notaro; Councilman Smith; and Council President Bucci as present.
During discussion of Resolution 38-2026, Councilman Dewees said the council "needed to choose whether to go with the base or alternate or both." Engineer DeBlasio added that "the specifications were already set up for both, that is what was discussed," and Solicitor Facenda confirmed, "we are asking the bidders to bid on both." Councilman Notaro moved to adopt the resolution; Councilman Dewees seconded the motion.
The resolution is titled "Approval of Amended Specifications, Addition of an Alternate Bid, and Authorization to Proceed with Public Bidding for the Project Known as 'FY2024 NJDCA Local Government Recreation Grant for Improvements at Birch Grove Park.'" The roll-call vote was recorded as: Mrs. Carfagno — yes; Mr. Dewees — yes; Mrs. Kern — yes; Mr. Notaro — yes; Mr. Polistina — yes; Mr. Smith — yes; Mrs. Bucci — yes. The motion carried.
Council President Bucci opened a five-minute public comment period but, seeing no one, closed it without remarks. Bucci read meeting notices and, on motions properly made and seconded, the council adjourned at approximately 4:06 p.m. The municipal clerk signed the minutes as "Respectfully submitted."
Next steps: with the resolution adopted, the city will proceed to public bidding under the amended specifications, including the alternate bid option. Specific bid timelines and award details were not specified at the meeting.
