Northfield council introduces three ordinances on budget cap bank, solid waste and design standards

At the Feb. 10 regular meeting the City of Northfield Common Council introduced three ordinances and set public hearing dates.
Councilman Polistina moved and Councilman Smith seconded introduction of Ordinance 2‑2026, a calendar‑year 2026 measure to exceed municipal budget appropriation limits and to establish a cap bank under N.J.S.A. 40A:4‑45.14; the public hearing and final consideration are scheduled for Feb. 24, 2026.
Council also introduced Ordinance 3‑2026 to amend Chapter 315 (Solid Waste Collection and Disposal); its public hearing and final consideration are also scheduled for Feb. 24, 2026. Ordinance 4‑2026 would amend Chapter 215, Article VIII (Design Standards and Improvement Specifications); the ordinance will be referred to the combined Planning and Zoning Board on Feb. 11, 2026, which will have 35 days to comment before the council’s public hearing on Mar. 10, 2026.
The clerk read each ordinance title into the record and noted that full text is posted in City Hall and on the city website and that copies are available from the clerk’s office during normal business hours.
