Eustis commission creates surplus‑lot infill housing program to promote affordable homes

On March 19 the City of Eustis Commission approved Resolution 2026‑35, establishing a Surplus Residential Lot and Infill Housing Development Program intended to convert selected city‑owned lots into long‑term affordable housing through development agreements.
Staff said the program will identify surplus parcels (four were listed in the staff presentation: parcels on Gould, Getford, Dawes and Pinkney streets), issue a competitive solicitation (RFP) to eligible development partners (including nonprofit affordable‑housing developers), and enter development agreements tied to milestones and affordability covenants. Affordability restrictions would remain in place for 30 years, and the program includes reversion language if milestones are not met.
Staff said the program prioritizes households at or below 80% of area median income (AMI) while allowing units up to 120% AMI when appropriate to broaden eligibility. Successful development partners will enter a development agreement with milestones such as building permit issuance and construction benchmarks; failure to meet milestones could trigger reversion of the parcel to the city.
The commission approved the resolution and authorized staff to publish the RFP for the four named parcels; further parcels would require a separate surplus determination by the commission.
Next steps: staff will publish the competitive solicitation, vet applicants for development agreements and return to the commission with recommendations and any conveyance documentation required by the city’s procurement and legal processes.
