Board accepts conveyance for proposed airport road with reverter protection after debate over military concerns

The commissioners voted to accept a conveyance of land for an ingress/egress road from Saint Joe Company tied to a proposed future airport project, but added a stipulation protecting the county’s ownership of the roadway if the airport ultimately does not proceed.

Staff described the addendum as a narrow early conveyance of the road parcel to allow grant‑funded improvements and permitting to move forward. Several commissioners raised a March letter attributed to Tyndall Air Force Base that expressed safety concerns and urged caution. One commissioner urged shelving the item until military concerns were resolved, saying the county should not risk building infrastructure that could undercut training operations; other commissioners warned that delaying could forfeit DOT/federal funding and the county could lose the opportunity to secure the larger thousand‑acre economic development conveyance in the master agreement.

After discussion about negotiating carve‑outs and a reversion clause that would allow the county to retain or acquire a smaller emergency‑management parcel even if the airport project failed, the board authorized acceptance of the road conveyance conditioned on negotiated language to protect county interests and preserve the option to use the site for emergency management if the airport doesn’t proceed. The motion passed 5‑0.

Staff said counsel would draft language to clarify that, if the airport is not constructed within the agreed timeframe, the county would keep ownership of the road (or negotiate to acquire a smaller parcel for emergency management use) and would return with final paperwork.
