Lamar County board approves two 40‑year 16th‑section residential leases and an agricultural lease assignment

The Lamar County Board of Education voted unanimously Nov. 11 to approve two new 40‑year residential leases of 16th‑section land and to accept an assignment of an agricultural lease.
Board action at Purvis Middle School authorized the residential lease for Marquez Cruz Morales, covering property addressed as 718 Ladner Street in Purvis, with annual rent set at $500.00. The lease document enumerated statutory rent‑adjustment and appraisal procedures (Miss. Code §29‑3‑69) and grants the lessee an option to renew for an additional 25 years under conditions described in the contract. The motion to approve the lease was made by Shae Farmer, seconded by Lance LeFan, and passed by the three members present: Lance LeFan, Jennie Hensarling and Shae Farmer.
The board also approved a separate 40‑year residential lease for Kyle Mackender (Board Lease No. 913). The minutes record the annual rental at $452.50, the same schedule of appraisal and adjustment procedures, and the same 25‑year renewal option. That motion was recorded as moved by Shae Farmer, seconded by Lance LeFan, and approved unanimously.
In a related land‑management action the board voted to approve an agricultural lease assignment to Back Forty Trust. The assignment and the two residential leases were recorded in the board minutes and include instructions that executed leases be filed with the Chancery Clerk and submitted to the Lamar County Board of Supervisors for the approval required under Miss. Code §29‑3‑82.
The minutes include the full lease paperwork for both residential leases (exhibits, legal descriptions and signatures to be obtained). For Marquez Cruz Morales the parcel is described as NE 1/4 of the NE 1/4 of Section 16, Township 2 North, Range 14 West (Parcel #: 035C‑16‑023.000; PPIN: 7667). For Kyle Mackender the parcel and exhibits are recorded in the minutes (Parcel #: 045‑16‑005.015; PPIN: 37100). Each lease sets out tenant obligations (taxes, improvements, indemnity), appraisal and alternate appraisal procedures, and default/forfeiture remedies.
Board President Jennie Hensarling and Superintendent Dr. Wesley Quick are listed on the lease forms as the officials authorized to execute the documents on behalf of the Lamar County School District. The minutes show the board’s actions were unanimous among the three voting members; one member, Jordan Carlisle, was absent.
Next steps recorded in the minutes call for the executed lease documents to be recorded with the Chancery Clerk of Lamar County and then submitted to the Lamar County Board of Supervisors for statutory approval.
