City legal/administrative staff and public works officials responded that the procurement had multiple conforming bids and Hazen was the lowest conforming bidder. David Waller, public works director, explained that the contract is unit-price, that the city inspector will measure work in the field and establish payment, and that change orders are allowed but limited by contract provisions to prevent contractors from charging for conditions they should have known in advance. Waller said the contractor generally has about 30 days after execution to issue a notice to proceed and the work is expected primarily over the summer.
Commissioners thanked public works for the process and residents for participation and approved the contract unanimously.
