Daniels County commissioners approved a city–county Public Safety Commission agreement on Sept. 15 after a detailed discussion about budget oversight, procurement and limits on autonomous spending.
A representative who brought the agreement to the board (identified in the meeting as S6) said the commission offers a structure for joint city–county public‑safety planning and contains an exit clause if the arrangement does not work. Commissioners and staff pressed for clarity on how commission funds would be spent and how payroll and capital purchases would be handled.
County staff (S4, S2) and commissioners emphasized that the board must retain fiscal oversight. Commissioners asked for two additions before finalizing the agreement: (1) an explicit articulation that routine expenditures will continue to require a $500 approval threshold routed to the commissioners for review, and (2) language making the commission's hiring recommendations subject to county hiring and procurement policies. After those clarifications were agreed to, the board approved the agreement and asked staff to circulate the corrected resolution to the city for its action.
The board and staff also discussed how the agreement would interact with existing arrangements that allocate city funds to deputies and the county's general fund. Commissioners requested quarterly financial reporting from the Public Safety Commission and said any capital items should be presented in advance so commissioners can confirm funds are available. The agreement will go next to the city council for its consideration at the end of the month.
The motion to approve the revised agreement was made and seconded during the meeting and was carried by voice vote. Commissioners directed staff to receive the corrected resolution from the proponent and circulate it to the city for the city's consideration.
