On the school safety item the board approved a memorandum of understanding establishing a new SRO position at the alternative school. The board also approved an amended SRO grant: an existing $225,000 endowment covering three SROs plus an additional $75,000 to fund the SRO at the alternative school. "We currently have the endowment grant in the amount of $225,000 ... and then the additional request is $75,000 to cover the SRO officer at the school," a board official said during discussion.
The board signed two memorandums of understanding clarifying mutual support and cost responsibilities. One MOU formalizes mutual assistance and cost allocation between the city and the Lincoln County Volunteer Fire & Rescue when city and county personnel assist each other at events; county attorney review and the county’s approval were discussed. The second MOU authorizes the city to provide fire-protection personnel to Lincoln County Fair Inc. events on county-owned fairgrounds at a compensation rate of $27 per hour per employee assigned; the MOU requires 30 days’ notice and sets dispute-resolution steps.
On finance actions, the board adopted the independent audit for fiscal year 2025 prepared by Matlock Clements and voted to continue Matlock Clements for the FY26 audit under a year-to-year agreement. The FY25 audit adoption was moved by Alderman Keenan and carried after roll-call.
The board passed Ordinance 2026-08 raising residential sanitation rates to $23.75 per month (with $15 per additional cart and a hardship rate of $10 per month by application to public works). The ordinance directs sanitation revenues remain in the sanitation fund for department expenses. After discussion of comparable city rates, the motion passed on roll-call vote.
