Guadalupe council approves employment agreement for David Trujillo as city administrator

The Guadalupe City Council on April 14 adopted resolution 2026-16 appointing David Trujillo as the city’s administrator and approving a three-year employment agreement that runs through March 2029.
The agreement sets a base salary of $180,000 and provides 6% annual salary increases contingent on satisfactory performance evaluations, enrollment in CalPERS, a $5,000 annual professional development allowance, city vehicle access with a $150 monthly automobile allowance when the city vehicle is not available, and severance equal to six months’ base salary plus health benefits for the employee only.
City staff summarized the recruitment history and terms; human-resources-related language prompted one technical question from Council Member Villegas about administrative-leave accrual. “If you’re prorating it, it would be 6.66,” a council member observed; staff acknowledged a drafting discrepancy and said the clause would be corrected to match prior practice. City staff presented the contract and recommended adoption.
Councilmember motioned and seconded the resolution; the motion passed on a roll-call vote with all members voting in favor. Following the vote, Trujillo said: “It’s a great honor to take this position and try to help move the city forward,” and thanked the council for the opportunity.
The appointment follows Trujillo’s service as the city’s director of public works and interim city administrator during the recruitment process. Council members and staff emphasized the need for continuity as the city addresses several capital projects and financial challenges in the coming months.
The resolution takes effect immediately; staff said the corrected administrative-leave language will be incorporated before final execution of the agreement.
