Camille (speaker 9), who shepherded the TAP program updates, recommended the city change the application period for funding period 1 to Jan. 1–Feb. 28 with funding paid around June, and make funding period 2 July 1–Aug. 31 with payments around December. Camille also noted the city intends to treat scholarships, administrative fees and most capital equipment as unlikely to qualify, while leaving limited discretion for exceptional cases.
In the TAP awards discussion, councilmember (speaker 8) recommended increasing the portable speaker-system allocation from $5,000 to $7,500 to cover a loudspeaker, subwoofer, mixer, stands, cables and one wireless microphone. The council approved the TAP awards and the increased speaker allocation in a motion by speaker 7, seconded by speaker 10.
Council also discussed buying a town-hall/stage trailer and keeping one previously budgeted trailer in CIP pending decisions about when to purchase; staff confirmed TAP funds could be used for the current award cycle and that a trailer purchase could be timed and financed from available CIP or TAP funds as needed.
