Maywood board approves payments, a transfer-yard cleanup and declines to add supervisor at regional 911 center

The Village of Maywood Board of Trustees approved a series of operational payments and contracts and considered procedural changes at its April 16 meeting.
Finance Director Lanya Satchell presented Warrant List No. 200470 totaling $1,418,167.63; the board voted to approve the list after Village Manager Willie Norfleet Jr. clarified several check items. The board also approved routine payments including $13,739.97 for retail fuel purchases, $113,273.16 for water service from the Village of Melrose Park, $6,300 for Accu-Tron computer consulting and $291,930.78 for Blue Cross Blue Shield health insurance premiums as part of an omnibus motion. A pulled item—payment to Allied Waste Services for garbage pickup for March 2019 in the amount of $146,000—was later approved separately by motion.
Public Works Director John West explained that additional testing of material at the Village transfer yard (2nd and Wilcox) required a full removal of spoils and concrete beyond an initial 50-load estimate. The board approved an additional $25,566 to American Recycling and Disposal to cover the expanded removal, to be paid from the Madison TIF.
Attorney Michael Jurusik presented a memorandum dated April 10 recommending amendments to public comment rules: confine remarks to Village business, require consistent identification by speakers and clarify that the board may terminate public comment when the Code provides authority to do so. Clerk Viola Mims emphasized decorum expectations for public speakers during the meeting.
On old business the board debated a proposal to have a Village supervisor at the regional 911 Center to represent Maywood. Trustee I. Brandon moved the measure; Trustee M. Lightford seconded. Chief Valdimir Talley Jr. explained the 911 Center is governed by the State 911 structure and said negotiations sought to preserve jobs; Attorney Jurusik noted the center’s governing structure is set by state statute and the intergovernmental agreement would govern roles. The motion failed on a 2–4 vote (Ayes: Mayor Perkins and Trustee I. Brandon; Nays: Trustees H. Yarbrough, A. Sanchez, K. Wellington and M. Lightford). The board directed Attorney Jurusik to bring relevant IGA and structural documents for further review.
The meeting recessed into closed session at 10:23 p.m. to discuss pending litigation under Illinois statute ILCS 120/2(c)(11), reconvened at 10:42 p.m., and adjourned the regular meeting at 10:42 p.m.
