Elk Grove Unified board approves Juneteenth holiday, secure-storage resolution and superintendents retirement agreement; several hearings set for June 24

The Elk Grove Unified School District board approved several formal actions at its June 10 meeting and opened public hearings on several major items to return for adoption on June 24.

Resolutions and motions

- Resolution No. 95 (Juneteenth Independence Day): Dr. Collier presented the resolution declaring 06/19/2025 a local holiday and described curriculum supports and resources. Miss Ballerini moved to approve the resolution, Miss Baldwin seconded, and the board approved the measure; the motion "carried unanimously."

- Resolution No. 96 (Secure firearm storage): Director Levasseur summarized research supporting secure storage and the state superintendents request that districts share resources about safe storage. Kurt Thompson, a public commenter, said he supported storage education but urged teaching responsible firearms handling as well. The board moved and seconded the resolution; the motion carried.

Other actions

- Consent agenda (items 1—33): The board approved items 1 through 33 on the consent agenda after a motion by Mr. Yang and a second by Miss Albiani.

- Student readmission from expulsion: The board approved the recommendations for students seeking readmission; the motion was moved by Miss Ballerini, seconded by Miss Moore, and approved unanimously.

- Declaration of need for fully qualified educators for 2025-26: Miss Buckmaster explained the request to authorize emergency or limited assignment permits across categories (special education, English learner authorization, single-subject areas) to allow the district to meet programmatic needs without return to the board. Mr. Yang moved; Miss Baldwin seconded; the board approved the declaration.

- Superintendent retirement and separation agreement: The board summarized and approved the superintendents retirement and separation agreement. Material terms read into the record included an employment end date of 07/01/2026, a special project consultant role from 01/01/2026 to 03/31/2026, and defined leave and retirement-contribution transitions. The motion to approve the agreement passed unanimously.

Public hearings and information items

- School Facilities Needs Analysis (SFNA) and developer fees: Dr. Coats presented the 2025 SFNA and explained legal tests required to adopt higher (Level 2/3) developer fees. The staff recommended increasing the Level 2 fee from $7.17 to $7.32 per square foot of new home construction; a Level 3 fee of $14.64 per square foot was described as contingent on a cessation of state construction funding. The SFNA was released for public review; a public hearing and possible adoption are scheduled for the June 24 meeting.

- Local Control and Accountability Plan (LCAP) and budget: Staff opened public hearings for the districts LCAP and the proposed 2025-26 budget and reviewed statutory and fiscal timelines. Staff emphasized that some figures are provisional and will be updated for the June 24 adoption meeting.
