District to use ACT statewide; board approves three-year Horizon Education contract paid by grants

Columbia CUSD 4 administrators told the board the state has moved its assessment contract to the ACT, and the board approved a three-year purchase of Horizon Education's assessment support program at a total cost of $47,992.50.
"The state is using ACT for the next 3 years," Assistant Superintendent Doctor Gainey said, noting the district is transitioning from SAT to ACT because of the state bid. Gainey confirmed the Horizon Education contract is written into grant funding and "it won't come out of local funds."
Gainey also said the Horizon product can transition back to SAT if the state changes test suppliers in later years, meaning the district could continue using the program for SAT prep without additional purchase. The district reported it surveyed 107 juniors about after-school ACT prep and found student interest that supports offering programming.
The board approved the contract on a roll-call vote. Administrators plan professional development for ACT proctors and to coordinate any after-school prep programs as grant-funded activities.
