Johnson said the first phase would set a uniform structure per title (for example: step‑level civil penalties such as $100, $250 and $500 were discussed as an illustrative scale) while retaining existing criminal enforcement options (class C misdemeanors) where the code already allows them. He said the reorganization would not include fire or animal controls, which are enforced separately, and that some abatement authorities (for public nuisances and right‑of‑way obstructions) would be clarified so the city can address property conditions that pose a direct threat to health and safety.
Johnson asked for council input and described that some land‑use sections may need Planning Commission review; several councilmembers asked that staff bring back specific redlines and drafted ordinance language in a future work meeting before sending any land‑use changes to the Planning Commission. Councilmembers described the project as substantial and indicated they wanted a clear draft to review and 'poke holes in' prior to formal action.
No ordinance was introduced or adopted at the work meeting; Johnson said staff would return with more detailed drafting for council review and next steps.
