Motion 26-151 was presented to extend the time for WAVE Division 1 LLC (doing business as Stout Broadband) to accept a previously proposed nonexclusive cable franchise tied to Ordinance 25-073. Staff said the 90-day deadline expired on March 4, 2026; paperwork was completed on time but the ordinance filing fee was paid late on March 24, and Public Works had no objection. The committee moved the extension to the April 15 consent calendar.
Staff also requested expedited processing of Motion 26-148, which would authorize the County Executive to sign Phase 1 (2026–2028) facilities on-call consultant master agreements under RFQ 25-0466RB across 11 disciplines. The umbrella amount for 22 consultant agreements is $15,750,000 plus applicable sales tax, and agreements would be effective through April 5, 2028. The committee moved Motion 26-148 to the April 8 consent calendar.
Finally, staff presented Motion 26-143, a change order (number 2) to PW 24-0427SB with V and R Roofing for roof repairs at the Denny Juvenile Justice Center, which adds $72,696.39 and extends completion by four and a half months; the new total for the contract is $550,643.92. The committee moved this motion to GLS on April 15 for consent consideration.
