Committee moves three items to April 22 GLS/consent calendar, including PFD charter amendment and two contracts

The Snohomish County Finance, Budget and Administration Committee on April 14, 2026 moved three action items to the county’s April 22 General Legislative Session (GLS) or consent calendar after Chair Dunne asked whether there were objections and none were raised.
Jim Martin, council staff, presented the items and asked that they be scheduled for GLS consideration. The first, Ordinance 26-012, would amend the Snohomish County Public Facilities District (PFD) charter; Martin said the PFD Board adopted Resolution 2026-01 after meeting Jan. 22 and recommended the amendments. The proposed charter changes would allow board members to attend meetings virtually, change the annual budget deadline from September 1 to November 1, make designations gender-neutral and enact other housekeeping revisions. "Requested action is to move to GLS on April 22 to set time and date for public hearing," Martin said.
The second item, Motion 26-152, would approve a professional-services agreement with Intermountain Claims Incorporated as the county’s third-party administrator (RFP-25-0637BC) for the workers’ compensation program. Martin described a proposed contract term of July 1, 2026, through June 30, 2028, with the county retaining the option for up to two additional two-year renewals. The not-to-exceed amount for the agreement is $1,375,000, which Martin said "includes extensions or renewals," and the substitute motion adds language to fund up to $125,000 for issuance of claim payments still outstanding with the existing TPA. Martin asked that the substitute motion be moved to the April 22 agenda for consideration.
The third item, Motion 26-157, would authorize a contract with DBA Advertising and Public Relations for 2026 FIFA Phase 3 marketing. Martin said the scope includes media strategy, project management, digital media implementation and campaign reporting. The proposed contract runs through Dec. 31, 2026, with a not-to-exceed amount of $178,723. He asked the committee to place the motion on the April 22 consent calendar.
Chair Dunne confirmed there were no objections and the items were placed as requested. No final approvals or roll-call votes were recorded during the committee meeting; each item was moved for consideration on the GLS/consent calendar rather than adopted at the April 14 session.
