The Keokuk City Council voted Feb. 20 to authorize the mayor to seek and hire an interim city administrator. The mayor said he had reached out to Dave Hinton, who previously served in an interim capacity, and that any employment terms would be negotiated; the mayor noted an interim hire would likely not receive insurance or benefits and could serve through July 31 unless extended.
Later in the meeting the council voted to enter closed session under Iowa Code Chapter 21.5 to evaluate the professional competency of an individual whose appointment, hiring, performance or discharge is being considered and at the request of that individual. The motion carried and the council left the chamber for closed session; the public record noted they would return later.
No personnel decisions requiring public roll-call were recorded in the open meeting minutes beyond authorization to negotiate for an interim administrator and the closed-session motion. Any final hiring action would be expected to follow appropriate public-notice and personnel procedures.
