Keokuk council approves boat-ramp dredging contract, sets Grand Avenue bid and schedules capital loan hearing

At its Feb. 20 meeting the Keokuk City Council approved a set of infrastructure actions: awarding a boat-ramp sediment-removal contract, scheduling the Grand Avenue reconstruction bid and public hearing, and setting a hearing date to consider up to $7 million in general-obligation capital loan notes for streets and other essential corporate purposes.
Staff presented a resolution to contract Keokuk Contractors Incorporated of Keokuk, Iowa, to remove sediment from the boat ramp near 1000 Mississippi River Drive. The work described in the resolution covers a 150-foot by 60-foot by 4-foot area; staff said material will be dried and hauled away and erosion control will be used where the material is staged. The resolution text listed a total of $55,262 for the contract and staff said two proposals were received, with the lowest proposal shown in the staff notes as $54,142 (transcript contains inconsistent vendor naming and amounts; the resolution language names Keokuk Contractors Incorporated and lists $55,262). Staff said expected completion is May 16, 2025. Council approved the contract by voice vote.
Staff also reported plans and specifications for the Grand Avenue 2025 reconstruction (North 17th Street to Boulevard Road) are complete and recommended setting March 26, 2025 at 10:00 a.m. as the bid receipt date and April 3, 2025 at 5:30 p.m. as the public hearing and award time; council approved those dates.
Separately, the council approved a resolution to fix a date for a public hearing on a proposition to authorize a loan agreement and issue general-obligation capital loan notes not to exceed $7,000,000. Staff said the money would primarily support streets and infrastructure and might include funding for a fire truck; the resolution does not obligate the city to borrow the full amount, only to set the hearing and publication required before any levy or debt decision. Council approved setting the hearing date; staff indicated further workshops will be scheduled to determine amounts and levy implications ahead of the budget deadline.
