Carroll County sets tax-installment dates; assessor reports 2025 equalization factor of 1.0000

The Carroll County Board on April 2 set the 2026 property tax-installment deadlines at July 1 and Sept. 1, Treasurer Lydia Hutchcraft said at the board’s meeting in Mt. Carroll.
Chief Assessor Annette Gruhn told the board that Carroll County’s 2025 final equalization factor is 1.0000, a figure that will be used in final tax computations. County Clerk Amy Buss said she has begun the tax-extension process but cannot complete it until she receives equalized assessed values (EAVs) from overlapping counties.
Why it matters: The equalization factor and the timing of installment deadlines affect when taxpayers must pay and how final levies are calculated. Hutchcraft also told the board that retroactive pay for bargaining units will be deposited on April 3, a separate timing item that affects county payroll accounts.
What the board did: No separate formal vote was required to set the installment dates beyond the Treasurer’s announcement, and the board recorded no objections during the meeting. The assessor’s equalization factor was presented as informational for the record.
The county clerk said she will proceed with the tax-extension process once the EAVs from overlapping counties are received; no timeline for receiving those EAVs was provided at the meeting.
