Cache County advances Champion Land open-space application, fills cemetery and fire board vacancies

The Cache County Council on Jan. 27 voted to advance the Champion Land Co. LLC open-space application and approved several trustee appointments for cemetery maintenance districts and the county fire-district board.
Cache Open Space Advisory Committee chair Chris Sands presented COSAC’s Round One scoring and recommended the Champion Land application — three non-contiguous dry-farm parcels totaling roughly 242 acres near Clarkston — move to the second round. Debbie Vanmore of Utah Agricultural Value and property owner Christian Ravsten described farming uses, conservation practices and landscape benefits. Councilmember David Erickson moved to approve the application’s advancement; the motion passed 6-0.
During a public hearing on cemetery maintenance-board vacancies, residents including Michelle Watkins (Avon Cemetery treasurer), Kiersten Knowles, Jim Atkinson, Dale Buxton, Bryan Balls, Cody Johnson, Randy Peazer, Danny Ames, Jim Christensen and Kim Ashcroft stated willingness to serve on local cemetery boards. Later in the meeting the council adopted Resolution 2026-01 appointing members to several cemetery maintenance boards (Avon, Cornish, Hyde Park, Newton, Paradise and Richmond as listed in Exhibit A).
Policy analyst Andrew Erickson summarized Resolution 2026-03 appointing trustees to the Cache County Fire Protection District board (Exhibit A lists appointees and term lengths). Council approved the fire-district appointments 6-0.
What this means
The open-space application will proceed to a second-round review under the 2022 voter-approved general-obligation open-space bond process; any eventual acquisition or easement would be subject to further review and funding decisions. Appointments to cemetery and fire-district boards take effect when oaths are administered and will fill vacancies described in the meeting packet.
Next steps
COSAC and Development Services will manage the second-round open-space review. The County Clerk will administer oaths for appointed trustees and staff will file appointment records.
