Conservation agent reports grant submissions, culvert project requests and enforcement work

Conservation Agent Enright updated the Public Service Committee April 16 on permits, enforcement and grant activity for the conservation commission.

Enright said the commission recently issued a minor permit and has more than 20 active cases within permit life. She reported the department submitted both a Community Collaborative grant and an MVP action grant for Keys Road culvert work and described combined project costs in the meeting exchange as roughly $2,000,000; she said award notifications on the MVP grant typically come in summer.

Enright explained the commission is monitoring a sludge-landfill enforcement order issued about two years ago after silt deposition and that recent winter weather compromised some BMPs and prolonged monitoring and repairs. She described unauthorized tree removal cases on Nicole Terrace and Brookside Drive that require restoration plans and said the growing season will be important for tracking plantings.

Enright said the department is using Nearmap aerial imagery to locate violations and will expand outreach and public education at an upcoming health-department outreach event (May 7) where the commission will present on wetlands and ecosystem services. She also noted a practicum student finishing a field-semester and that three commission members attended the Massachusetts Association of Conservation Commissions conference to refresh technical knowledge.

Enright closed by noting she will keep the commission updated as grant decisions develop and will continue to track enforcement and restoration efforts.
